Which channel for FPV?

I know 5.8ghz is very popular for FPV, but has very poor penetration. This means that I can only fly in line of sight, with no obstructions.
Does anyone know if 1.2ghz or 1.3ghz is legal to use for FPV in Hong Kong? is there a lot of interference? otherwise I will have to use 5.8ghz.

Confirmed illegal for both in HK. You must use either 2.4GHz or 5.8GHz for FPV to comply Hong Kong regulation.
