They are using chargers and/or dischargers to find out the characteristics of the cells such as the capacity, the voltage or the resistance and then put those with similar readings together to form a pack. Some look for highest capacity, others may look for lowest resistance or highest voltage.

2 points of doing the above:
1. better cells are put together to improve performance.
2. reduce chances of damaging the cells when they are charged in series (not independently).

It takes lots of time to match it....and lots of batteries.......if you are not racing.....it's not necessary to do it!
